Mangosing Law Group is the realization of a dream Roxanne Mangosing had for many years.  Roxanne opened Mangosing Law Group in 2018 after passing the California Bar in 2017. Roxanne grew up in Richmond and has always wanted to serve the community that helped to raise her.  This is why her office is located in the Marina Bay area of Richmond.


Being a role model for young girls, including her two daughters, is also a core part of Roxanne’s business model. Roxanne believes that it is paramount for young girls to be surrounded by successful women so that they can fully understand that success can be found in whatever career they choose. There are no boundaries that a woman cannot overcome.

Attorney Profile


Roxanne Mangosing

Roxanne Mangosing began her legal career as a file clerk with The Law Office of Kelley Ann Burg where her mother and step-father, Phillip B. Allen worked. Roxanne worked her way up to a legal assistant position before attending college. At California State University, Sacramento she obtained her Bachelors of Science in criminal justice and interned at the Bureau of Alcohol, Tobacco and Firearms. After college she met her husband, and they have been happily married since 2009. Roxanne began law school at JFK School of Law when her oldest daughter, Brianna, was just three-months old. Working while going to law school with an infant took perseverance and determination.


After completing the part-time program at JFK, Roxanne, like all law school graduates, had plans to pass the Bar after the first time taking the test. Sometimes life doesn’t go as you planned. Roxanne passed the Bar on her 6th try. This is something that Roxanne is proud of, because she understands that this can be a hidden embarrassment for many attorneys. Passing the Bar is an achievement that shouldn’t be diluted by how many times or how long it took you to get there. Failing the Bar after studying for so long is a very difficult mental concept you have to accept. A support system was key for Roxanne and she attributes her “no-quit” attitude to her husband, kids and family. Passing the Bar in 2017 was one of her greatest accomplishments and she has shared her story with many others who were contemplating quitting their journey to become a lawyer.


Roxanne initially opened her firm solely focusing on applicant workers' compensation cases in 2018. This was a natural choice as her background is in workers’ compensation law. She was then able to shortly thereafter expand her firm to include SIBTF claims for those individuals who had prior California workers’ compensation claims. The firm’s clients now include both retired professional athletes and first responders. SIBTF is an added benefit that is normally unknown to the average injured worker. Roxanne is proud to be able to fight for all injured workers and their families and to educate those workers on benefits that, if awarded, have the ability to improve their way of life.

Meet the Team


Phillip B. Allen

Phil passed the Bar in Illinois in 1974. After starting out in corporate litigation, Phil moved over to plaintiff’s personal injury litigation and workers’ compensation.


While in college Phil wrote a paper on the rise of the workers’ compensation system in England. Little did he know that decades later he would be specializing in workers’ compensation. Phil loves helping people with their work injuries. In addition, he began handling Subsequent Injuries Benefits Trust Fund claims over 10 years ago.


Phil is especially interested in SIBTF claims because he gets to help older workers who are being prematurely forced out of the job market by their work injuries. Phil’s hobbies include rowing and playing golf. Although admitted to practice in Illinois, Phil works directly with Roxanne as a Hearing Representative in California.



Bruce has been practicing law since 1986, with his sole emphasis in workers’ compensation issues. He has a B.A. degree from UC Santa Barbara (1976), an MBA from Santa Clara University (1982), and a J.D. Degree from Lincoln Law School (1986).


Bruce has lived in the Bay Area for most of his life, and enjoys traveling, and various other activities, including golf, scuba, body surfing, kayaking, hiking, billiards, table tennis, and photography. He has been an avid S.F. 49ers fan since the late 1970’s.

Satbir Bhaurla 

Satbir Bhaurla joined the Mangosing Law Group in 2018 as a Legal Assistant. Originally from the Central Valley she moved to the bay in pursuit of her legal education. From a young age, Satbir found herself drawn to situations where she could help others by advocating for their rights. This natural inclination and passion is what compelled her to enter the legal field. She enjoys helping injured workers at Mangosing Law Group.


She has expanded her knowledge of the SIBTF and values her ability to assist retired professional athletes through this complex process. Satbir is currently the SIBTF manager at Mangosing Law Group. She is fluent in both Punjabi and Hindi. In her free time you can find Satbir spending time with her family, exploring the bay or watching the newest Marvel movie.

Liliana Medina

Liliana Medina has been with Mangosing Law Group since 2018. She is currently in the process of continuing her paralegal studies. She loves to help people and she wants to make sure that everyone receives the benefits that they are entitled to.


The Hispanic community holds a special place in Liliana’s heart. Being an immigrant herself, she knows firsthand how hard it can be to understand what your rights are when there is a language barrier. Having to interpret for her parents at a very young age taught her how to be resourceful and how important it is to advocate for those who can’t be heard.

 

During her free time, she loves to spend time with her Goddaughter, nephew, partner, and her dog Loki. 


Liliana Medina

Liliana Medina has been with Mangosing Law Group since 2018. She is currently in the process of continuing her paralegal studies. She loves to help people and she wants to make sure that everyone receives the benefits that they are entitled to.

She is passionate about helping people who are systematically at a disadvantage in the court of law, in their daily lives, and in society in America. Growing up in a low income family in Richmond, California herself, Angel learned, through observation, of the struggles and implanted limitations of people who looked like her.


Therefore she began her legal career with internships at her local public defender's office. She personally sent out over 300 letters to inmates of Contra Costa County who were unaware of their eligibility for Youthful Offender Parole Hearings due to the age change in legislation. She also assisted a trial ending in overturning a life sentence for someone who had already spent 20 years in prison. From there, she began to explore more branches of the legal profession and became a legal assistant/paralegal at Mangosing Law Firm. Advocating is something she’s always been interested in doing, and has done in her everyday life as early as she can remember; it comes naturally to her and this feminista isn’t planning on stopping any time soon!


Ms. Morris describes herself as a left-handed, artistic old soul whose goals in life are to help people, make an impact in people’s lives, and be memorable.

She is committed to advancing health and promoting wellness by designing health equity strategies that focus on improving health for underserved communities. Leslie has over 15 years of experience in building and collaborating with a variety of community-based non-profit organizations, hospitals, and health science higher education institutions.


Leslie uses her immense knowledge in public health to assist retired professional athletes navigate through the complex SIBTF claims. Leslie is currently an advisory board member for the East Bay Regional Park District Multicultural Wellness Initiative and an active Girl Scout Troop Leader Volunteer with Girl Scouts of Northern California. Leslie resides in the Bay Area with her family and enjoys exploring all the great Bay Trails in the Bay Area.

Diana Menjivar is a first-generation college student at San Francisco State University majoring in Criminal Justice. As a daughter of immigrant parents, she is passionate about serving the Hispanic community and helping the community grow. She enjoys learning how to cook new things and spending time with her German Shepard, Luna.

Maria Rego, not ready yet to stop working, has been enjoying retirement working with Mangosing Law Group. She has been introduced to Worker's Compensation, and in turn she brings her medical knowledge of 20 years. She is very proud of her daughter-in-law, Roxanne Mangosing, and what she has accomplished with this firm. It is her pleasure to continue to assist her in any way possible.
